County approves change orders for air grounds exhibit hall, signs PennDOT bridge amendment and utility easement

WASHINGTON, Pa. — The Washington County Board of Commissioners on Thursday approved several planning and capital items, including construction change orders that increase the Washington County air grounds exhibit hall restroom contract to $588,508.14 and a PennDOT reimbursement amendment for preliminary engineering on the Number 40 bridge in Anwell Township.
Planning staff told commissioners that change orders for the exhibit-hall restrooms — to be paid from a 2023 local share account grant — add a suspended ceiling, rain conductors, additional foundation work and an alternate HVAC system. The department said the revised total contract with Fleer Contracting LLC of Cecil, Pa., will be $588,508.14 and the costs will be paid from the 2023 local share grant funds.
Separately, the board approved a revised reimbursement agreement with PennDOT that assigns $650,000, 100% federally funded, to preliminary engineering for the 10 Mile Number 40 bridge replacement in Anwell Township. The action also authorizes the board chairman to execute the agreement.
The planning commission also asked the board to approve an easement and statement of compliance with FirstEnergy for parking-lot lighting at Cross Creek Park. Officials said the easement will allow FirstEnergy to install lighting and provide maintenance access for County Park Road parking areas.
Other planning items included board authorization for the chairman to sign DEP GP-11 paperwork for the Pipe Run Bridge No. 1 project, approvals for declaration of restrictions and government covenants related to the Cross Creek Shelter Development Project and Cross Creek Trail projects, and a DEP reimbursement of $24,640 for a household hazardous waste (HHW) educational grant. The commissioners also authorized payment up to $23,000 to Veil H Engineering for Route 519 sewer-extension engineering services in Somerset Township.
A separate planning request to advertise proposals to design and build a miniature golf course at Mingo Creek Park was tabled; county staff moved to delay further action to allow additional review.
Commissioners approved the items by roll-call votes during the consent portion of the meeting. No substantive debate on the change orders or the PennDOT amendment was recorded in the meeting minutes provided.
