Washington County OKs $5.48 million in children and youth services provider agreements

WASHINGTON, Pa. — Washington County commissioners on Thursday approved multiple provider agreements and contract addenda for Children and Youth Services (CYS) that together authorize $5,479,564 in service payments for July 1, 2025–June 30, 2026, officials said.
County officials said the agreements cover a range of CYS services including emergency residential facilities, placement and foster care services, family relationship coaching, missing-youth location services, and clinical or nursing support. The county update said no additional county funds are required for these contracts.
The action follows a routine consent sequence during the commissioners’ meeting in which the county’s Children and Youth Services representatives presented recommended providers and requested formal approval. The board recorded unanimous roll-call votes in favor of the provider agreements and addenda.
Details included a provider package of $5,479,564 for the July 1, 2025–June 30, 2026 period; a $100,000 contract authorization to Love to Care Inc. to provide an emergency children’s residential facility; an increase to $85,000 for Washington Drug and Alcohol Commission Inc. to provide assessments and treatment recommendations for July 1, 2024–June 30, 2025; an amendment increasing contract authorization to $315,000 with a child-health provider to supply nursing staff at the county CYS office for July 1, 2023–June 30, 2024; and an increase to $320,000 for family relationship coaching services through Delfoy Village for July 2024–June 30, 2025.
The county also approved a provider agreement addendum with CSI Corporate Security and Investigations, Inc., to locate missing, abducted or runaway youth, increasing that contract authorization to $570,000 for July 1, 2023–June 30, 2025; a $200,000 increase for Perseus House to provide residential treatment services through June 30, 2025; placement-service increases with National Mentor Health Care LLC (authorization raised to $205,000 for Nov. 1, 2023–June 30, 2024); and a $110,000 increase with Twin Pines Family Services LLC for foster care placement through June 30, 2025.
In addition, the board approved a $2,500 contract with Donnelly Bolin & Associates to conduct an executive search for a deputy director for Children and Youth Services; county officials said no additional county funds were required for that search.
Commissioners cast roll-call votes approving each item after the department presentations. The meeting record shows the approvals were processed as part of routine contract consent items; no substantive debate or amendments were recorded on these motions.
The contracts cover casework, placement and clinical support that county officials said are intended to ensure immediate care and protection for children involved with the county system.
