FSEC schedules government‑to‑government consultation with Upper Skagit on GoldenEye storage; chair recused from deliberation

FSEC staff on Sept. 17 said they will meet with the Upper Skagit Indian Tribe in a government‑to‑government consultation on Sept. 22 regarding the GoldenEye battery energy storage project in Skagit County.
Joanne Snarski, the siting specialist for GoldenEye, said staff and council members will travel to meet the Upper Skagit Tribal Council in a special consultation. She also noted that Chair Kurt Beckett has recused himself from deliberations and voting on the GoldenEye project; the tribe confirmed it did not object to the chair’s recusal and to his attendance for consultation. Acting Chair Stacy Brewster will receive the consultation input and report back to the council.
Staff are continuing to work with partner agencies to review the site certification application. No council action was recorded Sept. 17; the item was an update on the scheduled tribal consultation and ongoing review activities.
The consultation is a scheduled government‑to‑government meeting between FSEC leadership/staff and the Upper Skagit Indian Tribe and will be used to inform staff recommendations and subsequent council communications.
