Salina Board of Zoning Appeals elects Justin Owens chair, Mike Trow vice chair in 6-0 votes

At the Salina Board of Zoning Appeals annual business meeting Sept. 18, Board member Justin Owens was elected chair and Board member Mike Trow was elected vice chair, each by unanimous voice vote, 6-0.

Staff outlined board membership and eligibility rules to the panel, noting full membership is seven appointed members and that the board then had six members. The staff member said Randall Hardy had served two consecutive terms as board chair and was not eligible for another term as chair; Justin Owens had served two consecutive terms as vice chair and was not eligible for another term as vice chair but was eligible to be elected chair.

Board members moved and seconded the two officer appointments. Mike Trow moved to appoint Justin Owens as chair; Dave Baker seconded the motion and the board approved it by voice vote. For vice chair, a motion to select Mike Trow was moved and seconded and approved 6-0. Staff also reviewed recent appointments: Randall Hardy, Justin Owens and Mike Trow were reappointed, and Dave Baker and James Bowden were appointed to the board on Aug. 25, 2025; Wyatt Engle was appointed as a youth member on Aug. 25, 2025. Staff said the planning commission nominated Patrick Mike Sell as the planning commission representative; the city commission will consider that appointment at its first meeting in October. The staff member said there were no current vacancies aside from the potential additional youth appointment.
