The Special Education Executive Committee agreed to create an ad hoc bylaws group and to finalize a revised set of bylaws for a full-council vote in October.
Committee Chair Missy Wrigley said the bylaws on the website still show “02/2019” and that the committee needs to finalize the updated text and bring it back to the full council for formal adoption. "We need to finalize some of that because I don't think it ever got finalized at the end of last year," she said.
Why it matters: the committee’s bylaws define membership expectations and committee practices; the executive committee framed final editing, a review schedule and a plan to add operational procedures so future chairs and members have a clear orientation.
Members agreed to add the bylaws review to the Oct. 8 executive meeting agenda and to prepare the draft as a packet to be read in advance. Jeff explained that operational procedures — described as an appendix to the bylaws — should document how individual committees run and how routine items such as scheduling and notice are handled. "We would like to get those ready as soon as possible. So as soon as you have yours done for your committee, you can send it to Missy and Brandolyn, and probably Susan to review," he said.
Committee members described the operational procedures as practical templates and suggested an appendix or member “handbook” that would not be part of the legal bylaws but would serve incoming chairs. One participant suggested adding sample scripts and a transition portfolio to help chairs hand off responsibilities.
The group also agreed that the executive committee would schedule a brief ad hoc meeting in October to complete edits so the revised bylaws could be presented to the full council on Oct. 15. Christine and Lauren were asked to confirm the location and circulate the latest draft; participants noted the last draft is on Teams and that staff will re-send it.
Members emphasized that the full council must vote to adopt changes to the bylaws. Several members asked that the draft be distributed well ahead of the Oct. 8 executive meeting so the committee can do light, pre-meeting editing rather than a lengthy line-by-line review.
The executive committee directed staff to: (1) re-send the latest bylaws draft and operational procedures to members, (2) schedule an ad hoc bylaws meeting tied to the Oct. 8 executive meeting and (3) list the bylaws vote on the Oct. 15 full council agenda for a formal vote.
The committee did not make a legal change at this meeting; it scheduled review steps and assigned follow-up tasks to staff and volunteer reviewers. Ending: committee members who volunteered to draft or review operational procedures will circulate material before Oct. 8 and the group will confirm a final version for the Oct. 15 full council meeting.
