City staff told the council on Sept. 17 that Sweetgrass Phase 2 (streets and utilities) showed signs of early concrete panel distress and subgrade issues; the developer has agreed to a reconstruction plan and testing program.
Staff described field observations of joint failures, edge cracking and sections with standing water. A series of tests and panel pulls notified the city that some fills and lifts were not compacted to specification; some locations required additional import material and staged compaction. The city required the developer to provide targeted panel replacement rather than an entire subdivision rebuild, and the developer returned plans to reconstruct identified panels and to perform laboratory compaction and gradation testing.
City engineer Mike Anderson said the developer has completed preconstruction testing work and that site reconstruction and laboratory testing were under way; the developer provided a testing cost record of roughly $65,000 and additional testing needs of about $150,000 were identified as the remediation program expanded. Anderson told council that the last schedule received indicated the contractor planned to finish the reconstruction work by October.
Why this matters: if the city accepted the subdivision with defective pavement and allowed the two‑year maintenance period to expire, future repairs would fall to the city. The remediation plan keeps responsibility with the developer until final acceptance criteria are met.
