Florence introduces new project manager and senior civil engineer to oversee capital projects

Florence, Ariz. — At the Sept. 16 meeting the Town of Florence introduced a new project manager and a senior civil engineer to help carry capital projects through from start to finish.
Town Manager Bruce Walls introduced Jared Tilly (who goes by J Rod), saying Tilly joins the town from Lake Havasu and has prior experience in Chandler and Northern California. Tilly told the council he has a background in purchasing, finance, public works and water resources and that he has “very broad experience” in project management.
Walls said Tilly’s role is to take on large projects and ensure contractors comply with contracts from “A to Z” so projects are completed through to the end. “That’s what J Rod is here for,” Walls said.
Walls also introduced Lindsay Randall, who will serve as senior civil engineer in public works and lead development and right-of-way projects. Randall said she previously worked for Pinal County, oversees work in town rights-of-way and is involved in transportation projects.
Why it matters: The hires are intended to reduce delays and improve project completion by assigning dedicated staff to manage scope, contracting and delivery on capital and transportation projects.
What’s next: Both staff members will begin integrating with town departments and project teams; no budget or personnel vote was taken at the Sept. 16 meeting.
