Florence holds public hearing on proposed 200-acre Skyview Farms annexation

Florence, Ariz. — The Town of Florence on Sept. 16 received public comment and staff briefing on a petition to annex roughly 200 acres at the northeast corner of East Heritage Road and the Yeager Road alignment.
Town planner Marcela Benitez told the council the parcel is “approximately 200 acres,” that it “has a single owner” and that an authorization form has been submitted. Benitez said the parcel shares two boundaries with the town longer than 200 feet and is not a county island, which she said meets Arizona statutory requirements for annexation. She said the property is currently zoned General Rural (GR) in Pinal County and would transition to the town’s nearest residential zoning (R-1) if annexed; the owner would then seek an amendment to bring the land into the existing Skyview Planned Unit Development.
The petition and map were submitted to the Pinal County recorder on Aug. 20, Benitez said, and the town is “within the 30 day waiting period as required by the state.” Notices were placed in the Pinal Central Dispatch on Aug. 28 and Sept. 4, three signs were posted on the property and letters were sent to property owners and the Pinal County Board of Supervisors, she said.
No members of the public spoke at the hearing. After staff presentation and a brief exchange among council members — including a council member who said they had already discussed the petition with the director of community development — Mayor Mary Eaton closed the hearing. The council did not take a vote on annexation at the meeting.
Why it matters: Annexation would bring the land under Florence’s zoning and permitting authority and enable the owner to pursue development using the town’s Skyview PUD standards. The process remains subject to statutory timelines and future council action.
What’s next: Benitez said staff will return with the ordinance after the statutory waiting period ends; the council gave no direction to approve or deny the annexation on Sept. 16.
