Select Board continues review of boards and commissions appointment policy; asks members for redlines

The select board resumed discussion of an appointment policy governing boards, commissions and committees that the board has revised in previous sessions. The document divides town committees into four categories — governing boards, technical advisory committees, advisory/ceremonial committees and ad hoc committees — and recommends different appointment and oversight procedures for each.

Board members discussed whether particular bodies, such as the conservation commission, should be classified with governing boards or find a separate category because of their unique role. Members also considered whether recruiting and appointment steps for governing boards should include an application review committee with representation from the select board and the affected board or whether the select board should make appointments directly.

Several members asked for more time to compare the draft text with the earlier discussions and requested a redline (tracked‑changes) version. The board agreed that everyone would review the draft and return suggested edits at the Oct. 7 meeting. The board also asked staff to ensure the policy’s language clearly reflects statutory duties where applicable and to add customary administrative details — for example, a dated charge, record of authorization and where relevant the requirement that committees comply with open‑meetings requirements.

No formal appointments or structural changes were voted at the meeting; the discussion closed with a request that members submit highlighted changes for the next meeting.
