Board reviews higher procurement threshold and possible district of innovation exemptions

Trustees discussed two policy items on Sept. 17 with potentially immediate operational impact: a new state procurement threshold and possible district of innovation (DOI) exemptions.

A policy committee member, identified in the meeting as Carrie, summarized recent legislative changes: "The board must approve purchases over $50,000, and the legislature had Senate bill 11 73... That raises the competitive procurement threshold from 50,000 to 100,000," she said, noting the change "gives Dana the ability and her team the ability just to procure those items" below the new threshold. The board discussed how the higher threshold will affect procurement methods and competitive bidding for district purchases.

Separately, committee members reviewed the district of innovation process. A policy committee representative said the district can seek exemptions from certain state requirements and that the committee discussed exemptions covering annual training requirements, class‑rank rules and the grievance policy. The committee made recommendations to the board about DOI exemptions; a committee member reported that the recommendations "were made to the board, which I believe we all, approved."

The board did not record a formal roll‑call vote on the procurement‑threshold change or the DOI items during the public session; the committee presented the recommendations as part of its committee report and asked for volunteers for next steps on calendar and policy work. District staff said the increased threshold will change how the administration handles purchases under the new $100,000 limit.
