Commission accepts sole EMS proposal and directs licensure submission for Carbon County Ambulance

The Carbon County Board of Commissioners voted to accept the single proposal for emergency medical services and interfacility transport and instructed staff to proceed with the relicensure submission for Carbon County Ambulance. The motion to accept the county’s EMS proposal passed by voice vote.
Justin, an EMS representative who presented the item, said state law change requires entities up for relicensure to solicit proposals, including government providers. He described Carbon County Ambulance as a 24/7, year-round service operating with 30 employees (seven full time and 23 part time), running a two-shift system and keeping a second crew on call. Justin provided 2024 operational figures: 1,866 total calls, including 1,516 9-1-1 calls and 352 interfacility transports; 1,204 of those calls were classified as billable.
Financials Justin provided for 2024: expenses of $1,707,393.79 and revenue of $1,637,426.93, a shortfall of $69,966.86. He outlined average response and on-scene times: notified-to-on-scene about 7½ minutes, on-scene-to-departure 18.6 minutes, transport time to hospital 10.1 minutes, and hospital turnaround average 28 minutes. Justin also described training efforts, monthly crew training, a “mega code” simulation program and an online training platform; he said the service is building paramedic capacity with two advanced EMTs currently in a paramedic program.
Commissioners voted to accept the single proposal and asked staff to file the licensure documentation and a supporting letter the next morning. The board record shows no competing bidders were presented in the public meeting.
Next steps: Staff will submit the relicensure proposal and supporting letter as required by state regulators for licensure renewal; the board’s action authorized proceeding with Carbon County Ambulance as the county’s EMS provider under the bid process.
