The commission unanimously approved the Shops at Pembroke Gardens residential site plan on Sept. 17 following the planning and zoning board’s recommendation. The item, processed as a quasi‑judicial matter, concerns height and development within a planned district located south of Pines Boulevard and west of Southwest 140th Avenue.
Before the vote, the mayor and commissioners disclosed ex parte contacts with the applicant’s representative. The city clerk administered oaths to everyone intending to present testimony. Juan Penzone spoke from the public and asked the commission to hold the developer accountable for commitments in the site plan, particularly traffic mitigation measures; city staff said those commitments are part of the approved materials and will be conditions of approval.
Commissioner Goode recessed briefly to confirm the record, and the commission returned to approve the site plan by a unanimous vote.
