Pembroke Pines approves $8.5 million settlement with Hollywood to end large‑user litigation

The Pembroke Pines City Commission unanimously approved a settlement agreement on Sept. 17 that resolves multiple pending circuit‑court and appellate cases between the City of Pembroke Pines and the City of Hollywood related to a long‑standing large‑user agreement.
City Attorney Goren and special counsel presented the agreement and described its terms. The settlement calls for a cash payment to Pembroke Pines of $8,500,000 and amendments to the large‑user agreement that dates to 1990. The settlement also provides for dismissal of pending litigation in circuit court and pending appeals in the Fourth District Court of Appeal, and it allocates litigation costs and expenses as described in the agreement.
Special counsel Cindy Lacquadrado and Paige Cham, who assisted the city in the matter, were present to answer questions. City staff and special counsel recommended the settlement and told the commission that Hollywood’s governing body had approved the same agreement earlier that day.
Commissioner Schwartz moved approval; Commissioner Rodriguez seconded. The commission voted unanimously in favor. With the vote, the city manager was authorized to execute the agreement and city counsel to sign the dismissals and related documents that will close the litigation.
City Attorney Goren said the settlement would allow staff to conclude the matter and move on to implementation of the agreement’s allocation and release provisions.
