Arts board elects Keith Ford vice chair after Roberts Rules briefing

The Oviedo Public Art Board elected Keith Ford as vice chair during its meeting, following a workshop on meeting procedure. The board voted in favor after a nomination and a brief voice vote. The election followed a 30‑minute presentation on Roberts Rules of Order by Felix Simons, who described the rules as practice-oriented guidance rather than a legal requirement. "This is not a quasi judicial proceeding," Simons said, adding that the rules mainly help meetings move "efficiently, in a way that promotes respect." The workshop covered making, amending and withdrawing motions; limiting debate; motions to table or postpone; and procedural points such as point of order and parliamentary inquiry. Board members said the briefing was intended to make future meetings run more smoothly and to help potential officers become comfortable with meeting procedure. After the presentation, a board member said, "I would accept the nomination," and the board voted, with the chair calling for "Aye," after which the chair said the motion carried. Before the workshop and election, the board also approved the minutes from its Aug. 20 meeting. No public commenters spoke during the public‑comment period. Board members said the Roberts Rules session was intended as a training step ahead of the next regular officer elections and to help the vice chair perform duties such as presiding over meetings in the chair's absence and presenting items to the city council when needed. The board then proceeded to staff reports and scheduled future meetings in October, November and December.
