The Ithaca Common Council on Sept. 17 adopted a resolution requiring that substantive legislative proposals and policy briefings submitted for council consideration include a policy alignment statement that identifies how the proposal reflects the council’s adopted vision statements and strategic goals.
Mayor and council members who supported the change described it as an administrative best practice to improve transparency and ensure that ordinances, resolutions, budgetary actions and significant policy briefings explicitly state how they align with the council’s stated priorities. The resolution exempts purely procedural or administrative items — such as roster amendments, appointments and ministerial approvals — though staff may include an explanatory note for transparency when appropriate.
Alderperson Fabrizio asked whether fiscal impacts would fall under routine or substantive actions; the mayor clarified that budgetary actions and fiscal impacts would require a policy alignment statement. The resolution passed unanimously.
Why this matters: Requiring a short policy alignment statement is intended to make clear to the public and council how proposed actions connect to the city’s strategic objectives and to improve consistency across staff memos and council proposals.
