The Village Utility Commission approved a property-specific deferred payment plan for water and sewer impact fees at 2848 County Highway B. Staff read a written statement from the owner asking that the remaining balance of $6,560.93 be placed on a three-year payment schedule with annual installments of $2,186.98 and added to the property tax roll as a special charge.
Staff explained the property was annexed in 2019 and remains on well and septic; road improvements in the area triggered the requirement to connect to village utilities. The owner also paid $20,000 to the regional sewer authority (MMSD) for connection fees, staff said. Commissioners moved, seconded and approved the owner’s request by voice vote.
Why it matters: the decision allows a single property owner to spread the village impact-fee obligation over three years through the property tax roll, rather than pay the full balance immediately when connection is required by roadway improvements.
The commission recorded the motion and approval; staff will place the agreed special charge on the property tax roll and monitor payment schedule compliance.
