HRA holds public sessions on residential open-space overlay district; two county meetings set Sept. 29 and 30

HRA staff said outreach on the residential open-space overlay district — referred to in the meeting as ROSO — has included three of five planned community meetings, and two more public sessions are scheduled Sept. 29 and Sept. 30. Jeff, the HRA director, said meetings to date have clarified where the overlay could apply and that confusion among residents about scope is common.
"For a lot of those folks, if you don't live in, a public road, but if you live in, like, a, US Forest Service road or if you live on a DNR road, it doesn't apply," Jeff said, explaining that eligibility generally requires access from a county road or state highway. He said the outreach has helped correct misunderstandings among attendees who feared large-scale development near their properties.
Upcoming public sessions include Sept. 29 at 5 p.m. at Schroeder Town Hall, which will dovetail with Schroeder's zoning discussion later that night, and Sept. 30 at 5 p.m. at the courthouse for a wrap-up public comment and education session. Jeff said he expected a large turnout for the Sept. 30 meeting. The outreach effort is intended to educate property owners about the overlay's requirements, how eligibility is determined and where the overlay might enable different housing patterns.
