Planning and Zoning Commission recommends Carl Artman duplex to Board of Supervisors

The Planning and Zoning Commission voted unanimously Oct. 5 to send a favorable recommendation to the Board of Supervisors on an application from Carl Artman to build a duplex.

The commission’s planning staff told the panel there had been a "concerned neighbor" about a fence but that the property will connect to the main sewer rather than a septic system, resolving a common question about the proposal’s infrastructure. The staff member said, "There is some discrepancy with a fence with your neighbor," and advised the applicant to "reach out to him" to resolve it.

Applicant Carl Artman told the commission he and his brother bought the property two years ago and found it "in disrepair," and said they saw an opportunity "to enhance that community" and would address the fencing concern. He described the purchase as both an improvement project and an investment in neighborhood appearance.

Commissioners moved and seconded a motion "to approve this to be sent on with a favorable [recommendation] to the Board of Supervisors." The commission chair called the question, members answered "Aye," and the motion was approved. Commission members noted that the commission provides recommendations and that the Board of Supervisors holds final authority.

The commission did not take final permitting action; the application will be heard next by the Board of Supervisors. The planning staff encouraged the applicant to attend that hearing and continue resolving the neighbor's fencing concern before the board review.
