The Village of Deerfield Board of Trustees on Sept. 15 adopted Ordinance 2576, amending the 2025 annual budget to fund a solar‑panel installation at the wastewater reclamation facility.
The ordinance authorizes a $2,250,000 transfer from the general fund to the Infrastructure Replacement Fund (IRF) and corresponding expenditures from the IRF to cover project costs. Village staff told trustees the village expects significant utility and incentive rebates totaling about $1,300,000 to be paid within one to three years after project completion; staff said those rebates are expected to be returned to the general fund but the final accounting can be decided later.
The staff presentation noted accumulated funds were available in the general fund to support the transfer; large capital projects and rebates were discussed in the meeting packet. Trustees moved, seconded and approved the ordinance by roll call. The ordinance record shows unanimous approval by trustees present.
The ordinance itself authorizes the budget amendment only; project implementation details such as contractor selection, schedule and final rebate allocation were not finalized at the meeting. Staff indicated rebates and available incentive programs will be tracked and reported back to the board.
