Harlingen commissioners approve Altas Palmas Phase 1 plat after sewer-spec question

The Harlingen City Commission on Wednesday approved preliminary construction plans and the final plat for Altas Palmas Phase 1, a proposed 25.78-acre subdivision at the northeast corner of Rodell Drive and Altas Palmas Road. The commission approved the plat by unanimous voice vote after brief questions from commissioners and staff.

Why it matters: The subdivision approval moves forward a multi-acre residential development and included an attached request to use an 8-inch PVC sewer main at a shallower gradient than the TCEQ guidance specifies. Commissioners asked whether that variance could create future sewer problems.

City staff told the commission the engineering department had reviewed the proposal and that the variance request should not negatively affect sewer performance. The city engineer was not present at the meeting to address follow-up technical questions in person. The commission briefly debated whether the item required an ordinance reading because park-fee issues were associated with the plat; after staff clarified that a plat — not an ordinance — was being approved, the commission proceeded.

Discussion vs. decision: Commissioners raised technical questions about the TCEQ variance and whether the pipe material and grade would be suitable. Staff said engineering had approved the approach. The commission voted to approve the plat; the motion passed unanimously.
