Jesus Nino, executive director for the Clearwater Downtown Development Board, told the board on Sept. 17, 2025, that a citywide location analytics and intelligence services request for proposals went live Sept. 15 and will remain open for 30 days.
Nino said the RFP is for “location intelligence for mobile devices to understand consumer behavior and market trends” and that it will provide foot-traffic data to help the board and city staff evaluate attendance and movement patterns for events the board sponsors. He described the system as measuring “visitors in and out of the downtown into certain locations” to support event planning and marketing.
Separately, Nino said staff is preparing a presentation with public communications and other marketing personnel in the city for a November meeting to discuss the potential hiring of a marketing or public‑relations firm. He said that presentation will be coordinated through the city manager’s office and brought back to the board. Nino noted the request for the marketing discussion came from Council member Menino.
No formal action was taken on either the RFP or the marketing presentation during the meeting; the items were presented for information and future consideration. The board did not receive public comment on these items during the hearing.
