Planning staff proposes limited, supervised update to Wayne comprehensive plan

Planning Department staff raised the need to review and, where necessary, update Wayne’s comprehensive plan and proposed that the planning board supervise a representative committee to handle revisions rather than perform a full rewrite.

Staff noted that much of the existing comprehensive plan remains useful and suggested limiting work to changes that reflect current town priorities. The staff briefing referenced state guidance and a repeal noted in the transcript regarding 30 MRSA section 4960‑C; Chip said he would consult the Maine Municipal Association (MMA) for clarity on what is currently required and the state’s expectations for comprehensive-plan certification.

"A comprehensive plan is essentially an executive document that falls outside of the planning board's typical purview," Chip said, arguing the planning board should supervise preparation but rely on a representative committee with members from various town committees and departments to gather input. Board members cited examples from other towns where one member from multiple committees and commissions formed a broader committee for plan updates.

Board members signaled support for a limited, supervised approach that emphasizes revising only what’s needed rather than rethinking core town ideals. Chip said he will contact MMA for statutory guidance and report back to the board with recommendations on scope and timeline; the board agreed to schedule a future meeting item to consider a formal proposal and possible committee composition.

No formal vote was taken. Staff will research statutory requirements and return options to the board for a future agenda item.
