Oak Creek council rejects bids for Civic Center masonry and window flashing repairs

The Oak Creek Common Council voted Sept. 16 to reject all bids for the Civic Center masonry and window flashing repair project after staff said the lowest bidder failed to submit required documents and other offers exceeded the available budget. Matt Sullivan, assistant city administrator and city engineer, told the council the apparent low bid contained only the bid form and omitted required items such as a bid bond and contractor information.
Sullivan said the city previously estimated the work at about $175,000 and later budgeted about $180,000, and that three bids were received at roughly $123,000, $323,000 and more than $500,000. "They only provided the bid," Sullivan said of the lowest submission, and staff therefore considered that firm nonresponsive and nonresponsible.
Because the next-lowest bid was roughly twice the budgeted amount, Sullivan said staff plans to pursue a service contract to address the most urgent window leaks this year and defer broader masonry work until next year. He identified leaking windows on the east and north elevations as the immediate concern.
The council approved a motion to reject the bids and directed staff to pursue the alternative approach described in the packet and by Sullivan.
