Rafi (Raffy) clarified that the Vermont model discussed is focused on mandatory mediation for disputed rent increases; the hydrant/utility proposal is distinct and would require inspection and maintenance standards consistent with the relevant water or utility authority rules in each area. Council members said the proposal would align park inspections with existing jurisdictional standards (for example, regional water authority or utility company inspection timetables) rather than create a separate statewide technical standard.
Council members indicated they will draft legislation for the next session and return with language and potential agency partners.
