South Beloit applies again for Open Space Land Acquisition and Development grant, pledges local match

The South Beloit City Council voted Sept. 15 to authorize an application to the Illinois Department of Natural Resources (IDNR) for an Open Space Land Acquisition and Development (OSLAD) grant and to commit local matching funds to strengthen the city's application.
Staff said the OSLAD program typically provides up to 50% of eligible project costs and that for competitive scoring the city must show a local match. During the meeting staff discussed a matching amount in the neighborhood of $600,000 for a $1.2 million project example and told the council the city budgeted $500,000 in fiscal 2025 in case of an award.
Council members and staff said the city has applied for this grant twice previously and had been turned down; staff described iterative improvements to the application package and noted active outreach for support letters and additional public meetings to increase competitiveness. The staff presenter said the city had solicited about 30 supporting letters and had received about 10 so far.
The council approved the resolution authorizing the application (Resolution 66-37) and the city will move forward with the application process and any required match commitments if the grant is awarded. Staff said they would continue public outreach and finalize the budget detail should IDNR select the project for funding.
