The mayor explained that the funds were appropriated in the budget for cemetery fence replacement but the administration proposed using landscaping instead to create borders and improve appearance; fall is the preferred planting season and the standard procurement timetable (about 2.5 months) would push work beyond the optimal planting window if the readings were not dispensed with.
Councilmember Swank said she had reviewed the plan with the mayor and supported the emergency adoption, noting the change will be a "nice change" for residents near the cemetery. Council moved to dispense with readings, add the emergency clause and adopt ordinance 2025-129; the motion carried on roll call with yes votes from Swank, Schaefer, Abens, Winkle, Awig and Jacobs.
The ordinance directs the mayor to enter a contract addendum with Tri R Property Management; staff indicated the intent is to replace fence appropriations with landscaping plantings and complete the work before winter. No contract amount was read into the record during the meeting; council did not specify planting species or maintenance schedules during the public portion of the meeting.
