Council adopts deer-hunting amendments with emergency clause ahead of season

Northridgeville City Council on Sept. 15 adopted ordinance 2025-121, amending the city's code on deer hunting by longbow or crossbow, and added an emergency clause so the changes would be effective for the opening of hunting season on Sept. 27.
The safety committee had met earlier and voted 2-0 to send ordinance 2025-121 back to council for consideration; council accepted the committee report before taking action. Councilmembers moved to dispense with the third reading, add the emergency clause and adopt the ordinance. Councilmember Schaefer asked for assurance that the city's duties described in the ordinance — including tasks stated as "shall be placed" — would be performed by the city and not require hunters to register through an online account; Schaefer said he wanted hunters to be assured that they would not have to create online accounts or complete secondary authentication for tasks the ordinance assigns to the city.
The motion to adopt 2025-121 with the emergency clause passed on roll-call votes recorded as yes by Swank, Schaefer, Abens, Winkle, Awig and Jacobs.
The council accepted the safety committee's report and adopted the ordinance; the clerk noted the ordinance is effective immediately under the emergency clause. The meeting record does not show additional administrative instructions beyond acceptance and adoption.
