Council approves KL Engineering contract to continue Banker Road realignment design, funded from TID 9

The Fort Atkinson City Council on Sept. 16 approved a design contract with KL Engineering in an amount not to exceed $237,500 to continue design work for the Banker Road realignment project. City staff explained the original contract was awarded to Quam Engineering (QAM) in February 2024 and an addendum followed when the city received a $1.4 million STP urban construction grant. Staff said Quam and the city could not reach agreement on final fee proposals and that Quam had subcontracted portions of the project to KL Engineering. KL Engineering proposed to take over design work; city staff said KL was familiar with the project and had the needed DOT grant-process experience. City staff proposed paying for the design contract from TIF (TID) number 9 funds, indicating roughly $430,000 remained in that district after netting revenues and expenditures for several streets; $237,500 was recommended for Banker Road design, with any remaining TID funds to be used for future construction in 2027. Council approved the KL Engineering contract and authorized the city manager to execute it. Staff said Quam will remain on related plat work under its other contract and that DOT grant requirements add complexity and cost to the design phase.
