City staff told the council that the commercial kitchen renovation originally budgeted with a mix of ARPA and city capital funds arrived with a revised contractor change order that brings the current total to about $361,377.55, Glenn Burton, parks and recreation director, told council members at the Sept. 16 meeting. The change order followed field discovery that the building has thicker concrete and other mechanical constraints not evident in initial estimates.
Background and bids: Burton said the original lower‑cost estimate supplied earlier changed after onsite exploration revealed thicker concrete and additional HVAC and drainage work. After retooling designs with Spokane Restaurant Equipment and local subcontractors, the accepted change order was $167,592.55, bringing the total project cost to $361,377.55. Burton told council the work came in “about $50,000 less than” an earlier worst‑case quote that had been provided by a different bidder.
Funding and next steps: Staff said about $305,000 of the project is covered by American Rescue Plan Act (ARPA) funds previously allocated; the balance would come from the city’s capital improvement fund. Council held a first reading on a related budget amendment ordinance and staff said they would confirm sales tax and any final minor adjustments before the second reading. Burton and other staff noted there may be minor additional change orders once flooring and plumbing work is begun but said they do not anticipate structural issues after exploratory work.
Construction risks: Council members asked about cutting through a double‑thick concrete slab and whether that would create structural problems; staff said the cuts required are limited to equipment drain locations and that exploratory work reduced the unknowns. Staff also said the fire‑department bathroom repairs tied to the work are accounted for in the contractor’s change order.
Council direction: Staff will update the council with final tax calculation and any additional change‑order costs before the second reading of the budget amendment; no final contract award or additional council action was taken at the workshop.
