Tooele County awards bids for well drilling, culverts, landfill access road and jail roof

Tooele County Council approved a slate of construction and service contracts, including well drilling under a Bureau of Reclamation WaterSMART grant, culvert work for the 30 Third Parkway project, a landfill access road relocation, and a detention facility roof replacement.
Jed, a county project presenter, described the Ibupaw Veil well project as the first phase of a WaterSMART grant from the Bureau of Reclamation. Jed said the phase before the well house will drill the well; later phases will add a well house, pumps, tanks and fencing. The county received competitive bids and the lowest responsible bidder was Mike Zimmerman Well Service LLC for $239,006.30. Council approved the award unanimously.
Rochelle presented the culvert contract for 30 Third Parkway, the segment between Sheep Lane and SR-36. She said installing culverts now will avoid a longer environmental review for the larger road project because the Utah Department of Transportation recommended installing culverts before the road project to allow an abbreviated categorical exclusion. The county received seven bids and recommended awarding the culvert work to Black Forest Paving at $1,200,000. Council approved the contract unanimously.
Wayne presented a contract for a landfill access-road relocation that moves the road outside the landfill cell so the county can use interior landfill space. The project solicited 10 respondents and named Tough Excavating the low apparent bidder; the motion to award the contract passed unanimously.
Nathan presented the Tooele County Detention Facility roof replacement. The county awarded the commercial-roofing contract to My Seamless Roof (commercial roofing) in the amount of $197,580; council approved the award unanimously.
Motions for each award were made and seconded by council members and each vote was recorded as unanimous among members present. Presenters explained project purpose, funding sources and sequencing: the well is a backup water source for firefighting, equipment washing, dust control and potentially culinary use; culvert work is timed to avoid extended environmental review for the road grant; landfill road realignment implements the county—s landfill master plan; and the jail roof replacement was budgeted in the current fiscal year.
