District to share $2.5M for master plan of new admin and operations facility; construction years away

District director Mike told the board on Sept. 16 that the water district will join the citys public-works campus master plan and contribute toward design costs for a new administrative and operations building. Staff said the district budget includes roughly $2,500,000 to pay its fair share of design and master-planning costs this fiscal year.
Mike said the city and district have hired BWS as a consultant to begin master planning for the public-works yard and that the district wants to consolidate administrative and field staff now housed in separate spaces. "We're gonna start working with Public Works on a major project down there to build a new admin building and our operations building on Public Works site there," Mike said, adding the district currently has about 12 employees in cramped office space that is intended for storage.
Staff estimated the full scope for buildings, roadwork, water infrastructure and parking could total roughly $30,000,000 and said design will take about 12 to 18 months followed by a 12- to 24-month construction period. Mike said the district budgeted funds for design and that the parties will execute a memo to formalize cost sharing for the planning phase.
Also during the district manager report, staff showed a short SRP video about drought planning and updated the board on the Bartlett Dam and Bureau of Reclamation NEPA process: staff said the project remains in early environmental study and will take several years, and no major decision items were ready for the board at this meeting.
