Board retroactively approves $41,033 emergency repair of 16-inch main on Tomahawk Road

The district on Sept. 16 granted retroactive approval for an emergency repair of a 16-inch ductile-iron water main on Tomahawk Road following a June 30 break. The board approved use of the City of Scottsdale JOC contract No. 2025-042COS with Kearney Companies Inc. for $41,032.87, by unanimous roll call.
District director Mike told the board crews made a temporary repair immediately and later replaced roughly 60 feet of pipe after finding extensive corrosion and scaling. "The pipeline is a 16 inch ductile iron pipe that was installed in '27," Mike said in the meeting record; he added that ductile-iron mains typically last about 40 to 50 years and the section removed showed barnacles and heavy scaling that prevented a simple clamp repair.
Crews completed the replacement on July 11. Mike said only one customer, a Circle K at the site, experienced lowered pressures during the outage; service was restored the same day. The replaced section was wrapped with polywrap to reduce oxygen intrusion and future corrosion. Staff reported the district's reported annual system water loss is around 6% and that the district performs leak detection and flushing programs as part of asset management.
A board member asked whether the district could inspect pipe condition without excavation; staff said noninvasive tools such as thermal imaging and leak detection can help but direct observation still requires excavation or camera inspection in larger-diameter mains.
