Commission approves MDOT contract for midblock crossing and HAWK signal on Division Avenue

The Kentwood City Commission voted Sept. 16 to approve a contract with the Michigan Department of Transportation for construction of a midblock pedestrian crossing with a HAWK signal on Division Avenue.
City staff told commissioners the total estimated construction cost is $318,350. The project received a vulnerable road-user grant of $254,439; the city's base share is estimated at $63,911, and the staff memo added a 10% contingency to reach a presentation number of $96,000 charged to the Major Street Fund (Act 51) in fiscal year 2026–27. Commissioners were told the city will split costs above the grant with the City of Wyoming.
Staff said bids are scheduled after MDOT receives the executed agreement; the presentation text listed an October bid date. Construction was described as likely taking place next summer to avoid disruption during the school year. City staff estimated the construction window for on-site work at roughly eight weeks; the schedule is influenced by lead times for signal mast arms and equipment procurement.
The commission passed the resolution authorizing the MDOT agreement on a roll-call vote. Commissioners voting yes included Moseley, Tyson, Arts, Coughlin, Moore, Morgan and Mayor Kepley.
The city will fund its share from the Major Street Fund (Act 51). Staff said procurement includes Buy American steel provisions for signal mast arms and that final costs will be determined by competitive bidding.
