Laramie — The City Council on Sept. 16 approved Resolution 2025‑76 supporting the city’s submittal of a Community Development Block Grant (CDBG) application to the Wyoming Community Development Authority (WCDA) for right-of-way improvements on North Fourth Street.
City staff said WCDA administers federal CDBG funds for HUD in Wyoming and that eligible projects must meet at least one national objective, most commonly benefiting low- and moderate-income (LMI) persons. Under WCDA rules, at least 75% of Wyoming CDBG funds must benefit households earning at or below 80% of area median income.
Staff described the North Fourth Street work as a first step in the multi‑phased Lamonte Square redevelopment, which the packet estimates could ultimately deliver 120 to 200 units of affordable and workforce housing. The right-of-way improvements would address street conditions and support the larger redevelopment effort.
Councilors expressed support for the application. “I see this as a great improvement to this area,” Councilor Shumway said, adding the project could serve as a showcase and increase housing stock. Councilor Lockhart said lower‑level retail with multifamily above would improve the park and access to amenities.
The resolution authorizes staff to apply for WCDA CDBG funds and to have the mayor and city clerk sign the application materials. The motion passed by roll call vote, 9–0.
Staff will submit the grant application to WCDA and pursue the CDBG review and award process; if awarded, the project would require adherence to federal CDBG requirements and WCDA contracting procedures.
