Laramie — The City Council voted unanimously on Sept. 16 to approve a new bar-and-grill liquor license (BG‑20) for Laramie Plains Civic Center Inc., doing business as Griffin Theatre at 710 East Garfield Street for the licensing term Sept. 17, 2025, through May 7, 2026.
City staff explained the license type allows on-premise consumption only and relies on Wyoming’s 60/40 rule, in which up to 60% of sales may come from food and entertainment while alcohol sales cannot exceed 40% of gross receipts. The clerk’s office reviewed menu plans and said environmental health staff are coordinating on food-service requirements.
Jessica Brewer (listed in the meeting packet) told council the license will primarily cover service in the Griffin Theatre but that the Wyoming Liquor Division advised licensing the entire property to permit future events in other areas of the building. Brewer said the civic center will continue established protocols and can obtain temporary permits for outside organizations that rent space and want to serve alcohol.
Several council members expressed concerns about supervision and underage access when alcohol is served in multiple areas of a multi-floor building, but supporters pointed to the civic center’s history of using temporary permits responsibly and the need for nonprofit revenue. Councilor Shumway said she initially had reservations but the roll call vote was unanimous.
City clerk records and staff noted that the license is for on-premise consumption only and that all licensed sales must be through Laramie Plains Civic Center Inc.; other organizations renting space may obtain their own temporary permits. The council authorized the mayor and city clerk to sign the license paperwork.
Vote: Motion to approve the license carried 9–0.
