Council approves engineering design for Hualapai Mountain Road and Eastern Street intersection improvements

Kingman — City councilors on Sept. 16 approved an engineering services agreement (ENG25‑0061) to design intersection improvements at Hualapai Mountain Road and Eastern Street, with staff advising the $85,100 proposal covers design only. Hewitt Zollars Incorporated provided the proposal, and staff said the project was not budgeted in the FY25‑26 adopted budget but that the capital projects fund had capacity to cover the design cost.
City engineering staff told council a 2025 traffic impact analysis found a traffic signal will be warranted at the intersection within about six years; the analysis also recommended a westbound right‑turn lane from Hualapai Mountain Road onto Eastern Street and a southbound left‑turn lane from Eastern Street onto Hualapai Mountain Road. Engineering staff said federal guidance governs signal warrants and that the timing reflects projected traffic; they also said crosswalks and pedestrian signal hardware would be included with the project.
Council members pressed staff on timing given the adjacent school and nearby apartments; staff said the warrant analysis showed six years but that development at the corner could accelerate that need. Council approved the motion to begin design work.
