Tooele County awarded a $1.2 million contract to Black Forest Paving to install culverts on a section of 30 Third Parkway between Sheep Lane and State Route 36. County staff said installing the culverts ahead of the larger road project will allow the county to use an abbreviated environmental review and avoid a nine‑month federal environmental study tied to the federal grant for the roadway.
Michelle (county staff) said the culverts are needed where stormwater currently creates stream channels that will run underneath the new parkway. She said the Utah Department of Transportation recommended the county install the culverts before the road project to speed work under the grant; doing so allows the county to use a four‑month Categorical Exclusion (Caddx) rather than a lengthier process. The county received seven bids and recommended Black Forest Paving as the low responsive bidder. Councilman Hoffman moved to award the contract; Councilman Strungberg seconded and the motion passed unanimously by voice vote.
