County council reopens and approves budget adjustments after state auditor notice

Tooele County held public hearings and approved multiple 2025 budget adjustments after the county received a notice from the Utah State Auditor’s Office that an earlier budget hearing was not properly noticed. The council opened and closed public hearings and passed resolutions to re‑notice and amend the 2025 budget and approved related transfers and disclosures.
County Auditor Allison McCoy told the council a letter from the state auditor’s office said the August 19 budget hearing was not properly noticed, so the county is redoing the notice and hearing required to amend the 2025 budget. The council opened the public hearing on Resolution 2025‑19 to correct the notice and later passed the resolution by voice vote. McCoy also presented Resolution 2025‑24, which included three budget adjustments: $1,475,000 transferred from the Council of Governments (COG) directed fund to Tooele City for a Drew Bay Road project, a $138,360 grant to the EOC department, and a $49,000 grant to the health department. The council opened and closed a public hearing on Resolution 2025‑24 and approved it unanimously.
Separately, Allison McCoy presented a line item transfer to consolidate Deseret Peak phase accounts, transferring $5,000,000. Councilman Strungberg moved to approve the transfer; the motion was seconded and carried by voice vote. McCoy also disclosed that she serves on the board of directors for the Utah Local Government Trust and receives $300 per meeting plus travel; the council approved Resolution 2025‑23, the required disclosure, by unanimous voice vote. No public comments were offered during the hearings.
Council members who moved and seconded motions included Councilman Strungberg, Councilman Hoffman, Councilman Stromberg and Councilman Wardle at different points during the resolutions. All budget resolutions and transfers discussed in this meeting passed on voice votes with no recorded roll‑call opposition.
