Council approves plans and awards HMA resurfacing contract; low bid about 29% under estimate

The Waukee City Council held a public hearing, approved plans and specifications for the FY26–27 HMA (hot-mix asphalt) resurfacing program and awarded the construction contract to InRoads LLC of Des Moines.
Director Kester described the project as a hot mill and hot mix asphalt overlay with milling, curb-and-gutter replacements, sidewalk reconstruction in places, manhole adjustments and associated cleanup and restoration. The base bid covers work on Fourth Street, Fifth Street, Maple Street and short segments; two alternates covered specified alleyways and additional street segments.
Kester said there was a cover-sheet error in presented materials — the project budget is approximately $900,000, not $2,000,000 as mistakenly shown on the cover sheet. The schedule calls for project completion in September 2026, with most construction expected in calendar year 2026.
Katie (staff) summarized bids: four general contractors submitted proposals. The apparent low bid was InRoads LLC with a base bid of $262,051, alternate 1 at $97,128 and alternate 2 at $65,376 for a total of $424,555. The total was approximately 29% under the engineer’s estimate of $598,954. SEH, the design engineer, recommended awarding to InRoads; staff noted prior satisfactory work by InRoads on a 2022 overlay.
Council approved the plans and the contract award. Director Kester and staff said they would coordinate the schedule with the contractor and proceed under the approved construction documents.
