Trustees reviewed a draft update to the Davenport Library’s filming and photography policy Tuesday and agreed to carry the item forward to the next meeting for additional clarification.
Jeff Collins, library director, said the policy—first adopted in October 2022—was up for the routine three-year review and was being refined to provide clearer guidance on staff interaction with people who record in library spaces. Collins said a primary purpose of the revision is to provide staff guidance for encounters commonly called "first-amendment audits." He told trustees the policy also addresses recording requests, requests for insurance information and preservation of sensitive materials.
On the public-forum question, Collins said library spaces are considered a public forum for filming and that "there's no expectation for privacy just being in a public" library area. Trustees asked follow-up questions about staff safety and how permission forms and check-in processes should work; Collins said the draft clarifies those procedures.
Board members did not take final action and moved the item to the next meeting so staff can provide clearer language and implementation details. No ordinance or statutory citation was added to the packet beyond the policy draft.
