Dickinson, N.D. — The Dickinson City Commission on Sept. 16 adopted Ordinance 18-29 to amend Section 58-100 of the municipal code and implement a new fee structure for speeding violations after the state legislature enacted changes (referenced as House Bill 1298 in staff materials).
City Attorney Winco (Wenko in parts of the record) explained the ordinance replaces the prior fine structure with a fee framework aligned with the state law. Under the new language read into the record, the citys fee for a standard speeding violation would be either $20 or $3 for each mile per hour over the limit, whichever is greater. For speeds of 16 miles per hour or more over the limit an additional $20 fee applies. For highways with posted speeds in excess of 65 mph the per-mile amount is $5 per mile over the limit, with a $20 base/minimum and the same $20 additional fee at 16 miles over. Staff said there had been no changes since first reading and recommended approval.
Action: Motion to approve Ordinance 18-29 (second and final reading) was made by Commissioner Murphy and seconded by Commissioner Riddle; the commission voted unanimously to adopt the ordinance.
