Board approves three-year special charge to fund recycling center equipment after heated debate

After discussion and public comment, the Polk County Board of Supervisors voted to adopt Resolution 25-25 on Sept. 16, creating a three-year special charge assessed to parcels with improvements above $50,000 to fund recycling capital and operations.
Administration (presenting staff) said the proposal targeted properties with significant improvements to better align the special charge with properties likely to produce recyclables. Staff reported options and impacts at different thresholds: a $25,000 threshold would have excluded 1,804 properties; a $30,000 threshold about 2,061; a $40,000 threshold 2,522; and a $50,000 threshold 2,966 properties (staff presented these counts as the basis for choosing $50,000). The administration said the chosen threshold would generate roughly $743,000 in 2026, with about $397,000 earmarked for capital to complete the recycling center (conveyor, forklift, glass breaker and related equipment) and about $346,000 for ongoing operations.
Board debate focused on equity concerns (for example, multi-unit properties pay per parcel rather than per unit and low-assessed residences could be exempted by the threshold), whether the levy could have covered the cost more broadly, and the fact that certain prior levy supports for recycling had been absorbed into other county operations. Staff noted the county lacks a ready mechanism to assess fees per apartment unit and that many counties face similar implementation issues.
A motion to bring the resolution to the floor passed; the board then approved Resolution 25-25 on a roll-call vote. The board chair called the roll: the motion passed with 10 yes votes and 5 no votes (recorded in the meeting roll-call). The county will assess the special charge for three years (tax years 2025–2027 on the tax roll) to establish the recycling fund and advance finish work and equipment purchases next year. Administration said some 2025 collections have already been used for initial equipment (fiber sort line, mini-loader) and that the additional funds would complete the remaining equipment purchases and operations in 2026.
