The Wichita Falls City Council on Sept. 16 approved a resolution accepting funds from the Defense Economic Adjustment Assistance Grant program and authorized the city manager to award a construction contract to Cobo Utility Construction Corp. in the amount of $1,821,605 for repair of runway 15/33 strobe light control panels at Shepherd Air Force Base.
A city staff member identified as Karen presented the item and said the project is part of a larger, roughly $3.2 million partnership project tied to a $43 million runway reconstruction. The city portion will address aging strobe lights and control panels—equipment the presenter described as approximately 60 years old and no longer manufactured—and will cover the north end of the runway. The U.S. Air Force and NATO funds will pay for related work at the south end of the runway; the local match and grant funds will cover the city's portion.
Two bids were opened; the low bidder was deemed noncompliant and staff recommended awarding the contract to a Massachusetts-based firm experienced in airfield construction. Staff said Shepherd civil engineering staff will manage construction and the city will perform grant management. The council approved the resolution and contract award by motion and vote at the meeting.
