Eden Prairie — City staff told the City Council on Sept. 16 they will bring amended pedestrian‑crossing treatment guidelines to the next meeting to expand where rectangular rapid‑flash beacons (RRFBs) can be installed, a move staff said is in part a response to a recent accident at Mitchell and Chestnut.
Public Works Director Robert Ellis summarized the existing evaluation criteria and the changes staff will propose. "We have approximately 5,200 intersections, crossings citywide," Ellis said, and the city currently maintains 388 marked crosswalks and "8 rectangular rapid flashing beacons." He said the guidelines use pedestrian counts, type of pedestrian (children, elderly, people with disabilities), trip generator (parks, schools, transit stations, regional trails), posted speed limit, number of lanes, and average daily traffic to determine treatments.
