FHWA finds no corrective actions in quadrennial certification; two recommendations offered

A Federal Highway Administration certification team told the Capital Regional Transportation Planning Agency on Sept. 16 that the CRTPA’s quadrennial certification review produced three noteworthy practices, no corrective actions and two recommendations. Dana Knox of FHWA summarized the Feb. 19 site visit and the team’s report, saying the review recognized StarMetro’s success in securing competitive FTA grants (including the Southside facility project), CRTPA efforts to use crash data to inform safety project selection, and a congestion management study examining telework impacts on regional traffic. The review found no corrective actions but recommended CRTPA consider layering demographic maps over priorities to improve targeted outreach and to incorporate freight‑intermodal connections into congestion management processes. CRTPA staff requested technical assistance from FHWA/FTA on long‑range plan development and on accounting for material cost increases — topics staff said are already central to current work. The board voted to accept the certification summary as presented.
