Marshfield approves MSA design contracts for Vine Avenue sewer and water work tied to STP-funded road projects

Public Works Director Josh Morrow told the board the city received federal STP urban program funding in prior years for roadway reconstruction of two Vine Avenue segments — Fourth to Fourteenth Street and Second to Fourth Street — with construction scheduled for 2027 and 2028. Morrow said the STP grants do not pay for local utilities, so the city sought separate proposals from MSA for sanitary sewer and water-main design associated with each roadway segment.
Morrow said MSA will track sewer and water design costs separately so Marshfield Utilities and the wastewater utility can be billed appropriately. He recommended the board approve professional services agreements for both segments and authorize execution of contracts.
Board members asked whether the city could do the design in-house. Morrow said the city is capable of the work but that coordinating the utility design with the roadway plans, reporting requirements, and federal grant conditions makes contracting with MSA the more practical choice. He added that city staff will still direct the design and that Marshfield Utilities will perform some drafting work.
The motion to approve the two professional service agreements carried by voice vote.
