Council rescinds Volter LLC award, awards wastewater switchgear contract to Blackstar Diversified

A staff representative said, "we were notified that they were not gonna be able to fulfill those terms," and recommended proceeding to the next responsive bidder, Blackstar, which staff reported could meet the terms of the agreement.
