Village to close Magnolia Circle to nonresidents for Halloween; residents get dashboard passes, police to enforce

The Village Board announced plans for a traffic restriction on Magnolia Circle for Halloween to improve safety for children and pedestrians. Trustees said the closure — “Magnolia Circle except for local traffic” — will be in effect Oct. 31 from 4 p.m. to 9 p.m. On-street parking in Magnolia will be prohibited during that time and residents will be given two colored dashboard passes to show law enforcement that they live in the circle. The village will distribute half-sheet flyers and asked residents to display the passes; only Magnolia residents and emergency vehicles will be allowed through when the restriction is active. Trustees said the measure has worked in past years. One trustee said she usually stands at the entrance with a police officer or a fire department representative and asked that the flyer be emailed to the police chief so officers are aware. The board said officers will enforce the restriction. Organizers noted exceptions for daycare pickups and asked residents to cooperate to keep the evening safe and fun for children. The village also said that Magnolia will have crack repairs beginning Thursday; work will close one lane at a time and should be brief, with signs posted for residents.
