City planning staff on Sept. 16 briefed the Planning Commission on a rezoning application for two parcels on Manning Road that would rezone roughly 113 acres from agricultural to RLM (residential low-medium) and allow up to 300 single-family detached homes as a cluster subdivision. The application is tentatively scheduled for public hearing Oct. 21.
Kevin Wynne, planning staff, said the concept would yield a gross density of about 2.9 dwelling units per acre and would preserve approximately 45% of the site as open space. The developer is proposing a cash proffer of $1,900,000 to advance capacity for reconstruction of Kilby Shores Elementary School, and staff said the site is currently zoned and served by that elementary school.
Wynne said the developer is in active discussions with Norfolk Southern about a railroad crossing to secure access and that a new pump station is shown on conceptual plans to serve the development. As a cluster subdivision, the open space would be deed-restricted in perpetuity and held under a recorded easement.
Ending: The application will be on the commission’s Oct. 21 agenda as a public hearing; staff noted conditions on railroad crossing agreements and other engineering items will need to be resolved before final plan approval.
