During discussion staff and the county auditor said recent changes — including a procurement resolution enacted a few years earlier and language in the procurement code that references $15,000 — had caused departments to misunderstand which projects must come to the full commission. Staff (including the county auditor and procurement contacts) recommended bringing the procurement code and the capital project resolution back to the commission for clarification, including removing or revising the $15,000 threshold and providing guidance that distinguishes routine maintenance from construction or improvements.
The commission directed staff to return with clarified procurement rules and a working definition to help departments determine when a capital project must be presented to the commission. For the immediate need, the commission authorized the budget transfers to cover the East Pool stucco invoice.
